I suspect 4.1.1-P1-10 when it hits testing will address some of this. You're
partly reporting #594527 I think.

The other issue (the config file) should already be addressed. I've got code
in isc-dhcp-server's postinst to take care of this. I seem to have failed to
annotate it in the changelog, and my git fu is lacking, so I can't quickly
tell exactly when I added that (in terms of what version of the package), so
if that's not working correctly, then I'll need to do something about it
(patches accepted).
