Hum, yes. If you upgrade from 6b18-1.8.2-1 javazi data has already been removed, so it doesn't come back. Even if you downgrade /usr/lib/jvm/java-6-openjdk/jre/lib/zi remains a symlink (and the older version shipped with a copy of javazi stuff), and this confuses the upgrade. When installing after a purge from either versions everything is fine. I also found out that "aptitude reinstall tzdata-java" fixes the issue.
