Hello,

thank you for packaging cgic.

I noticed the shared library has "Recommends: httpd", and I think it is
a too much. I would leave it up to the application linking the library
to know how they are supposed to be deployed, and decide about
recommending or not an httpd.

Now that Recommends are installed by default, this could mean quite a
big deal.
