On fresh installs of Ipsec-tools and Racoon, the start script being
installed by these packages are consistently found to be
/etc/rcS.d/S20setkey
/etc/rcS.d/S20racoon
/etc/rc1.d/K01racoon
/etc/rc6.d/K01racoon
This implies in particular that Racoon will be started prior to Setkey
on at boot time. This is irregular! Right?
Reading the postinst scripts, the intended locations are
/etc/rcS.d/S14setkey
/etc/rcS.d/S40racoon
/etc/rc0.d/K07racoon
/etc/rc1.d/K07racoon
/etc/rc7.d/K07racoon
Thus aiming at the logical order: first Setkey, then Racoon.
