Due to the protest over this in bug #596734 , I've downgraded the recommendation to a suggestion in 5.10.1-15 so that make will not be pulled in by default after all. A better fix would be to change cpan so that it gives a better error message. I'll look at that after the Squeeze release. I'm reopening this bug.
