1Mbps max throughput doesn't seem reasonable for a mirror in Europe,
most of mirrors have at least 10Mbps if not 100Mbps.

You should probably use a proxy to serve your local users and save your
bandwidth rather than mirroring the full archive.

If you want your mirror to be public, then you should move to ftpsync
and remove bandwidth limitation.
