/usr/lib/update-notifier/apt_check.py lists packages that are set to be installed on the next apt-get upgrade. However, this script does not have the option of showing packages which are kept back, or those packages which will be upgraded on a dist-upgrade. As such, certain packages such as new kernels, will not be listed, but may be important for some users to know if they exist and can be updated. I modified this script to take another command line argument, --dist-upgrade, which will also take these packages into account in it's listing and totals.
