How does it know to break after the character '號'?
The man page doesn't mention anything special, and
man Text::Wrap(3perl) just says $Text::Wrap::break is '\s';
If it is using \w+ it doesn't mention it.
Please document it further. Thanks.

$Text::WrapI18N::columns=30;
print wrap("","","路111號3F-13http://example77777";);

$ perl -wl r.pl
