(Well, I agree it's better to change manpage's description. So I treat this bug as documentation problem.) 1. Yes, "enable" is built-in command of some shells, such as bash. You can launch enable of CUPS by using cupsenable or "/usr/bin/enable". 2. It looks strange, enable of cups doesn't show such a message. Maybe this is launched from another place in your path. Check by "which enable". Although you can lanuch cups by cupsenable or "/usr/bin/enable".
