But their targets are only installed when the gforge-plugin- packages are 
installed.

I guess theses packages should be responsible for creating such links.

Same stands for the apache configuration directive :
        ScriptAliasMatch ^/plugins/([^/]*)/cgi-bin/(.*) 
/usr/share/gforge/plugins/$1/cgi-bin/$2
which seems useless to me until a plugin package is indeed installed.
