Bug#597440: The dependency check on cli-common-dev >= 0.5.7 doesn't allow multi-line declarations

The dh_cligacpolicy tool prints a warning if the package doesn't have
the required dependency on "cli-common-dev (>= 0.5.7)".

However, the check it does is too strict and gives a false positive if
the package's Build-Depends(-Indep) span over more than one line. The
following patch fixes this:
