Well, apparently Thomas hasn't yet found the time to reply. If I remember
correctly, we discussed the depends vs. suggests at some earlier FAI workshop.
Looking at Debian policy (Sec 7.2) I see:

Depends: "... depending package to provide a significant amount of
functionality."

Well, whether faimond is a significant amount of functionality or not is up to
the maintainer (Thomas) to decide. In this case, he decided it is not all that
significant. 

Suggests: "... package may be more useful with one or more others."

IMHO this is pretty reasonable. I'd see two options, and I think it will still
be up to Thomas and the original submitter to decide:

- Use "Recommends" as a compromise.
- Tag this bug wontfix (and close it at some point).
