I update grub-common and grub-pc to 1.98+20100720-1 and then to
1.98+20100722-1.

I have no error message, Grub detects two HDD and the system reboot well
for two versions.

So you do no longer experience this problem?

Yes, these versions fixes the bug.

To supplement, I tested the latest Squeeze version (1.98+20100804-4) and the system boot successfully.

The file "/boot/grub/device.map" contains:

(hd0)   /dev/disk/by-id/scsi-1ATA_WDC_WD2500JS-75NCB3_WD-WCANK9433395
(hd1)   /dev/disk/by-id/scsi-1ATA_WDC_WD2500JS-75NCB3_WD-WCANK9409087

$ sudo grub-install /dev/sda
Installation finished. No error reported.

$ sudo grub-install /dev/sdb
Installation finished. No error reported.

$ sudo update-grub2
