Steps to reproduce:

1. Install xkeycaps
2. Run xkeycaps
3. When shown the Select Keyboard dialog (even afte dismissing it and
coming back to it), it is impossible to scroll upwards. Scrolling
downwards works, even when trying to scroll upwards.

 This makes it impossible to select about half the keyboards.

 This bug was originally found on Ubuntu 10.04 by a friend and I
 reproduced it.
