Firstly, let me thank you for your work in packaging lilypond -- I greatly appreciate it! There is, in fact, a "vim policy"[0] which describes how Debian is handling this type of thing these days. Basically you need to install the files into the /usr/share/vim/addons heirarchy, and create a YAML file in /usr/share/vim/registry describing the lilypond "vim-addon".
