Update: if I do a "pbuilder login" to the chroot environment, install syslinux in addition to the specified Build-Depends, and run "dpkg-buildpackage -b -uc -nc", the package builds. So it looks like the problem is that "debian/rules clean" doesn't work on a freshly unpacked source package (on amd64). -- Daniel Schepler
