approx-update creates a new Packages.gz in /tmp and
then executes Sys.rename to rename the file.  However,
the rename fails if /var/cache/approx and /tmp are not
under the same mount point.

It would have been possible to work around this problem
if approx honored TMPDIR, but this is no longer possible,
as per bug #573593.  I recommend that approx-update be
patched to create temporary files in the destination directory.
