well, if writing values directly to the /sys/devices/system/cpu*/cpufreq
files produces the same results I'm afraid this is a kernel bug.
You don't seem to be using a stock debian kernel do you?
If you are (or you can reproduce the bug with a stock debian kernel) we
can reassign the bug to the kernel package otherwise your best bet is
trying to seek help on the cpufreq mailing list but you'll need to try
using 2.6.35 at least.
