John, there's also the shutdown issue: we should ensure that the chrony stop script is executed before the hwclock stop script, during a shutdown. Hence an essential part is # Should-Stop: hwclock See http://bugs.debian.org/407466#57 I reiterate: you should add hwclock to the Should-Start and Should-Stop fields! Or maybe $time (which seems to be currently only provided by hwclock, anyway: see /etc/insserv.conf).
