Had a quick discussion with Axel on irc, where we were wondering,what this file buildinfo.gz is for and why dh_buildinfo is placing it at debian/<package>/usr/share/doc/<package>/ Maybe some other place would be more suitable. Either dh_buildinfo does not break existing packages and respects if /usr/share/doc/<package> is a symlink (my preferred solution) or cdbs should not run it automatically.
