They are not, or explain me how you can finish a sync on your side "10:31:39 UTC" before the file on volatile-master has been created "11:05:24 UTC". Your UTC time is ~1 hour (or 2 hours) earlier than the real UTC time. Check date versus date -u, and check ntp configuration.
