When building Python debug extensions, dh_auto_install calls the regular
interpreters first and the debug interpreters last. This causes the shebang in
scripts (if present) to be changed to #!/usr/bin/python-dbg.

This appears to be a similar issue to #547510; I believe it can be resolved by
simply switching the order in which the regular and debug interpreters are
called.
