Justification: fails to build from source
hivex fails to build on the autobuilders, which typically start
without a lot of packages installed:
configure: error: The pkg-config script could not be found or is too old.
Make sure it
is in your PATH or set the PKG_CONFIG environment variable to the full
path to pkg-config.
Alternatively, you may set the environment variables LIBXML2_CFLAGS
and LIBXML2_LIBS to avoid the need to call pkg-config.

Adding a build dependency on pkg-config should address that particular
error, but the build probably won't get much further unless you add
one against libxml2-dev as well; please add both and double check that
you aren't missing any others.
