This is due to a backwards test for HGUSER which was already fixed in git for the next release. When etckeeper correctly sets HGUSER, that also seems to avoid hg requiring a ~/.hgrc file, so at least that is not needed when using sudo. If hg generally needs the file, etckeeper cannot do anything about that though. etckeeper recently began setting HOME=~root when run via sudo to prevent version control systems writing (or reading) config etc files in user home directories. -- see shy jo
