Is that necessary?
$ ls -l /usr/share/texmf-texlive/texdoc
total 0
lrwxrwxrwx 1 root root 28 May 25 13:47 texdoc.cnf ->
/etc/texmf/texdoc/texdoc.cnf
so it should be found via /etc/texmf which is TEXMFSYSCONFIG ...
