I's nice that Debian support is mainlained but I don't see any
documentation for the in-kernel deb packaging so it's almost as good as
non-existent.

It is a trouble with initramfs and kernel-package integration.

For Debian official kernel an initramfs is created, for kernel-package
it is not.

Yes, it is too much to ask to have an initramfs generated for
kernel-package kernel automatically.

So how are the initramfs images created?

With some recent kernels like 2.6.32 the issue was resolved by
installing a version of /etc/kernel/postinst.d/initramfs-tools from gi
which later appeared in a released initramfs-tools package but does not
seem to fix the issue in this case nor does it ever print any message
about anything it is doing.
