Sure. kde-multimedia depends on it and this is enough.

Which functionality would be broken in kde-base if there will be no
mediaplayer? If there will be another mediaplayer (mplayer, totem)?
In case if kde-base really need mediaplayer:
Should is depend on it or just recommend?
Is it possible to use a dependency with alternatives?

Sure, but
1. this is not system-wide (may be there are system-wide settings
somewhere, I'm not really interested in)
2. this is annoing to turn it off for every file type
3. why user need to have dragonplayer installed if he use another
player
