No, it's a bug. Basing the conversion coefficient on the user's locale is awful enough, but also US Survey Foot is no longer used by most states in the US since some decades ago. Maybe 11 of 50 still have it on the books in their State Plane definitions, but those are dropping away fast. The USA does not use the "US foot" as its default and has not since ~ 1930s! If you care I can pull out the USGS reports etc. which discuss this, but using the locale to decide on what default conversion to use is really so much more fundamentally broken design than a minor conversion error.
