This is a bug in whatever provides the root file system.  The sendsigs
script provide a mechanism for services to avoid having their process
killed by sendsigs during shutdown (the killprocs script is only used
in runlevel 1 and is unrelated to reboot).

Which package fail to register their daemons pid using the omitpid
feature in sendsigs?  This issue should be reassigned to that package.
