Bug#322412: libtest-pod-perl: all_pod_files_ok() doesn't recognize pod files as pod files if they don't start with #!/usr/bin/perl

Hello,

Test::Pod::all_pod_files_ok() will only check pod files that start with
#!/usr/bin/perl, which is not required to be a valid pod file.
