I have no idea what hooks there are so I can't say. Adding a hook to
repair /etc/hosts after it got overwritten seems wrong though.
Maybe you could copy /etc/pbuilder/hosts if it exists (same for other
local files) instead of the system one. That way one can provide a
proper file if needed and the change to copy_local_configuration would
be small.
