In this case, yes. It's a matter of local policy. There are a number of
ways to setup the permissions for saned, depending on what you want to
achieve and what level of security you want to ensure.

The less debconf questions there is, the better.

MFPs present a single USB device for two physical devices. Unless you go
the HP way with an intermediate daemon to arbitrate between print and
scan, no, there isn't a better solution at this level.

At the hardware level, manufacturers should present 2 USB devices and
arbitrate internally. It's not like it's difficult to do.
