System time going too much wrong during system run.

I install Debian 3.1 Sarge, and later install several scientific
packages (cernlib) from testing tree.
Also I have install new kernel from this tree.

Now my system are
kernel-2.6.11-1-686
libc-2.3.2

Problem: I use NTP server to set system time (system clock).
During 24 hours of working system time became 12.9 seconds late.
I check hardware clock on my computer, and found it's only 0.1
second late during 24 hours of power off.

My hardware Pentium III MMX 500MHz,
i440BX chip.

Same problem at my compaq nx9010 laptop, but in this case clock 2
seconds late. On laptop I install system from testing (Etch) tree at
beginning.
CPU - Celeron 2600 MHz.
