lsb-base has supported policy-compliant logging since 3.0-2; 3.0-3, uploaded to unstable a few minutes ago, facilitates gratuitous-fork-free console logging via the new log_daemon_msg function (whether this will discourage gratuitous forking, of course, is really up to derived distros).
