The error message can be improved but svn-upgrade doesn't necessarily
KNOW which files are affected - all we get is an exit status from
subversion. You have to check the svn:ignore property. svn-upgrade
doesn't even necessarily know WHICH set of svn:ignore properties to
describe - it could be any of the sub-directories below the current one.
