Since updating to version 3.1.1-3, squid3 complains that "IPv6 has not
been enabled"

This is what happens when I try to restart squid3:

This used to work with previous versions of squid3.

Let me know if I can supply any further information (reportbug's
currently broken, too (Bug 577986), so I had to send this manually).
