This has been debated many times and the privacy concerns have always been the winning option. I think anyway that such decision (that affects the default behaviour of newly installed systems) should be taken outside the popcon maintenance team and first be discussed in -devel. But don't expect consensus....and without consensus, the conservative option wins.
