Package: ftp.debian.org Severity: normal apt-proxy is currently non usable due to #460338. Maintainer (Cc:-ed) has investigated that and other outstanding bugs and has evaluated that it is not worth bringing apt-proxy back into shap, because there is noone actively developing apt-proxy anymore, and also because there are alternatives APT proxy/cache solutions available.
