This issue can be fixed by adding the following rule to
/etc/udev/permissions.rules after the rule in question:

SUBSYSTEM="block", SYSFS{../removable}="1", GROUP="floppy"

It also looks like this bug has been fixed [1] in the upstream git repository
and should show up in udev-066.
