squid has been repeatedly mentioned as a replacement for the many different apt caching programs, such as "just configure squid to always cache .deb files and keep them for some (long) time". I have been using squid for more than ten years now, and have never been able to convince the beast to do this. May I suggest shipping configuration snippets in /usr/share/doc/squid which make squid accomplish this rather frequently mentioned task?
