First of all, apologies that it took sometime to respond to this bugreport. This situation only occurs if the daemon is running and the init script couldn't stop the recursor. It looks like that the recursor was started before you have set the recursor disabled. In any case the init script should try to stop the recursor even in case it is not running. When it is not running the init script won't fail. Can you try to reproduce this problem ? (Just try to stop the recursor and see if the exit code is 2.) And if it occurs, can you check if the recursor is running and in what status it is ?
