This is not a bug, this is the standard behaviour of Debian library
packages.  Please install the -dev package if you require the .so.

Please file a bug on the relevant GNOME package if you believe it
requries the .so to be useful, requesting that the package dependencies
be updated to ensure that the .so is installed.

No it doesn't need the the .so installed to function but the GNOME package need to be fixed anyway to use the right lib namely libz.so.1 otherwise the GNOME package will constantly give the errror message that it can't find libz.so.
