With the latest release of GraphicsMagick building Inkscape from trunk now
fails.
ImageMagick Magick++: no
Workaround: If one includes a symlink ln -s GraphicsMagick++.pc
ImageMagick++.pc under
/usr/lib/pkgconfig
requirements will be satisfied

However, after viewing config.log for Inkscape it appears they just don't query
against the string
GraphicsMagick++.pc and thus config w/o GraphicsMagick support.
I would think instead of having to workaround this configuration issue it would
be easier for
Inkscape devs to augment their configuration set up.
