The problem is that it does not, i.e. it doesn't work _correctly_. I decided to report it in the first place because (1) with a first update to a 24.x emacs-snapshot, (1:20100311-1 build by Romain Francoise), quoted-printable encoding in flim started to corrupt my mail messages in wanderlust, _and_ (2) after I extended the "23 1" conditions to match "24 x" also, quoted-printable encoding in flim _ceased_ to corrupt my mail messages, working correctly again.
