upstart seems to be working fine here in sid these days. It replaced my init. (concurrency seems to be supported by rcS even before installing upstart though... I did not look into these issues much.) If it has such shortcoming, asking it to be fixed in Debian is good idea. Then Ubuntu may pick it up. So far there are not many bugs filed on upstart.
