Would it be better to use "move %0, $1" (as in isc_atomic_cmpxchg())? That seems to be functionally equivalent. With the incorrect instruction replaced by a move, BIND starts and appears to work (as both a caching and authoritative nameserver) on my mipsel router (bind9 1:9.5.1.dfsg.P3-1+lenny1 on a BCM47xx board running kernel 2.6.32.9 and lenny).
