While it isn't "amanda-something", I think that's just because we had no
such convention at the time this username was selected.  I don't know,
offhand, of anything else in Debian that uses user backup.

There's always a tension between "cleaning up after yourself" and trying
to anticipate what an admin might have done.  In this case, I think I
agree with your analysis, so I'll remove the code block that takes user
backup out of groups disk and tape on my next upload.  Thanks for the
suggestion!
