If I remember right that license information is based on some post of one of the authors on some mailinglist, or something similar. If necessary I can dig for it. Also I think the code is not really maintained. The other thing you should do is to provide a hbaapi-source package, as hbaapi is necessary for thinkgs like hbaping, which needs proprietary binary libraries to be useful with some FC cards.
