We're running 0.24 with stored configs enabled. We had to set up ApacheMQ and puppetqd to make it work, though, since enabling stored configs directly in the puppetmaster caused them to fall apart under any load whatsoever. We still see regular MySQL connection errors from the puppetmasters, but it's down to a dull roar.
