Followup-For: Bug #539585

Most of my postgresql-7.4 databases (all execpt for the two template
databases) used UNICODE encoding, yet when i upgraded to postgresql-8.3,
they were all converted back to SQL_ASCII, breaking my web apps
(drupal).  The only workaround i've found so far is to leave
postgresql-7.4 installed, because the --locale flag on db_upgradecluster
doesn't support UNICODE or en_US.UTF-8 as parameters, and the man page
doesn't list any of the valid values.
